Manitoba Provincial Nominee Program – International Education Stream (IES) for Manitoba graduates

This is how to apply for permanent residence in Manitoba/Canada if you are an international student with a job offer in the province of Manitoba.

There are three pathways available to international graduates:

  • Career Employment Pathway
  • Graduate Internship Pathway
  • International Student Entrepreneur Pilot

Note: If you are an international student who graduated in another province of Canada and/or are not working in an in-demand occupation, you will not be eligible under IES stream but you may be eligible under the renewed Skilled Worker in Manitoba Stream.

On this page we will provide information regarding Career Employment Pathway and Graduate Internship Pathway only. For the third stream please go to the official web site (link is at the bottom of this page).

Career Employment Pathway

WHO CAN APPLY:

1. Post-secondary students who graduate and find long-term employment in Manitoba in an in-demand occupation consistent with their training. If you meet these conditions, you will be eligible to apply to the MPNP immediately after graduating and obtaining the job offer.

  • You must have graduated in the past 3 years from a designated post-secondary institution in Manitoba (minimum one year, two semesters, full-time coursework).

2. Official Languages Proficiency: Minimum CLB/NCLC 7 (or equivalent)

3. You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period OR You must be employed in a full-time, long-term position in Manitoba.

4. You must be residing in Manitoba at the time of application.

5. You must show the intent to continue to reside in Manitoba after nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.

PLEASE NOTE: International students who lost or want to change employment must inform the MPNP. Each case will be reviewed and given consideration. There are no set rules or guidelines as there may be a number of reasons that an international student may lose or need to change employment. It is best to contact the MPNP to discuss your situation to determine the best course of action.

This is who is not eligible to submit an application to the MPNP (in any program):

  • Refugee claimants, or individuals involved in a federal appeal or removal process
  • Live-in Caregivers currently living in Canada
  • Temporary foreign workers currently working and residing in a province other than Manitoba
  • Spouses of Canadian citizens or permanent residents
  • Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal
  • Individuals who have an active immigration application with any other provincial immigration program in Canada

JOB OFFER:

You must have a full-time job offer from an eligible Manitoba employer, with a minimum 1-year contract on Manitoba’s published In-Demand Occupations list that is consistent with your completed program of studies in Manitoba.You must be working full-time in Manitoba at the time your application is assessed.

Note:
◾The MPNP may impose program or occupation-specific limits.
International Graduates from Manitoba Degree-programs also qualify provided that they have a job offer in any NOC 0,A,B occupation on the in-demand list.

Receive EOI ranking points
Get invited to apply for nomination
Apply for nomination in Manitoba
Once nomination is approved: Apply for PR in Canada

$500 (a non-refundable application fee that you pay at the time of submitting your application. Two important notes: You must use Internet Explorer to pay the application fee and submit your application; You must pay the application fee with a Visa or MasterCard credit card. Visa Debit is not accepted).

Graduate Internship Pathway

The Graduate Internship Pathway provides faster nomination pathway for international students/graduates from master and doctoral programs in Manitoba through internships contributing to industry innovation in Manitoba.

Masters and doctoral graduates who complete an Accelerate or Elevate internship with Mitacs in Manitoba can apply to the MPNP immediately after graduation, regardless whether or not they have a job offer.

NOTE: Attending an information session is required before you submit an Expression of Interest to the MPNP.

Interested candidates should email immigratemanitoba@gov.mb.ca to register for an information session.

WHO CAN APPLY:

  • Completed a master or doctoral degree program in Manitoba within the past 3 years
  • Official Languages Proficiency: Minimum CLB/NCLC 7 (or equivalent)
  • Completed a Mitacs Elevate or Accelerate (including Accelerate Entrepreneur) internship with an eligible industry and research enterprise in Manitoba
  • You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period. OR
    • You must be employed in a full-time, long-term position in Manitoba.
  • You must be residing in Manitoba at the time of application.
  • You must show the intent to continue to reside in Manitoba after nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.

JOB OFFER:

You are not required to have a job offer at the time of application
